この言葉には二つの側面があります。一つは権威という抽象的な仕組み（概念）を指し、もう一つは現在権力を握っている具体的な人々（政権）を指します。
日常的な使い方では、公共サービスを提供する中立的な存在としての government と、批判や反対の対象となる政治的な主体としての government の間で、意味合いが揺れ動くことがあります。そのため、事務的な行政用語から、感情のこもった政治的な言い回しまで、幅広く使い分けられます。
また、一時的で管理的な印象を与える administration と比べて、government はある地域やその人々に対する、より深く永続的な構造上の権限を持っているというニュアンスが含まれます。
Countable when referring to a specific political administration or the body of people in power ('The current government is facing protests'). Uncountable when referring to the general concept or act of ruling and state control ('Good government requires transparency').
