This term is used almost exclusively within academic contexts, specifically in the philosophy of mathematics and formal logic. It describes a specialist or a proponent of logicism—the thesis that mathematics is an extension of logic and that all mathematical truths can be deduced from logical axioms.
Because of its narrow technical scope, it is rarely encountered in casual conversation. When used, it carries a neutral, descriptive tone, though in a philosophical debate, it may be used to categorize an opponent's theoretical framework.
