It is distinct from the spoken act of "houkoku" (reporting). While "houkoku" can be a quick verbal update to a boss, a "houkokusho" is a structured document that often requires a specific format and is archived for future reference.

Compared to the loanword "repōto" (report), "houkokusho" is generally more formal and strictly associated with organizational or bureaucratic duties. While a student might write a "repōto" for a class, a government official or a corporate employee would submit a "houkokusho" to document an official investigation or a business trip.
