政策

This term refers to a systematic plan or a set of principles designed to achieve a specific social, political, or economic goal. While it is most frequently used in the context of government administration (public policy), it can also apply to the overarching guidelines of a large organization.

It is important to distinguish 政策 from similar terms like 方針 (hōshin) and 戦略 (senryaku). 方針 refers to a general direction or a guiding principle—it is broader and less structured than a 政策. For example, a person can have a personal 方針 (personal policy/principle), but they cannot have a personal 政策.

戦略, on the other hand, emphasizes a tactical approach to winning or gaining an advantage, often used in military or business contexts (strategy). While 政策 focuses on the "what" and the "system" to improve society or an organization, 戦略 focuses on the "how" to defeat a competitor or achieve a specific target efficiently.

In terms of register, 政策 is highly formal. It is the standard term used in news reports, academic papers, and official government documents. Using it in a casual, everyday conversation about personal habits would be unnatural and overly stiff.
